The notice mailing date for Delaware County’s 2021 revaluation is now upon us, with the first wave scheduled this month.
Tyler Technologies has released a schedule dividing the county into four zones with anywhere from 4 to 18 townships and boroughs included in each. While specific notice mailing dates are not provided, it is likely the notices will be mailed every two weeks to allow for follow-up calls requesting appointments for the informal appeal discussions.
Per the County, the following jurisdictions have been designated as the first zone for notice mailings: Aldan Borough, Clifton Heights, Collingdale, Colwyn, Darby Borough, Darby Township, Upper Darby, East Lansdowne, Lansdowne, Millbourne Borough, and Yeadon Borough.
The informal appeals rarely lead to valuation changes if the discussion is about anything other than physical attributes of the property, such as gross building area, ceiling heights, percentage of office versus production or warehouse space, etc. Valuation metrics, such as capitalization rate, vacancy rate, reserves for replacement, or comparable sales, are not typically considered at this level.
The remaining schedule for the process is as follows:
February 2020 – May 2020: Schedule/Conduct Informal Appeals
July 2020: Informal Appeal Resolutions
August 1, 2020: Formal Appeal Deadline to Delaware County Board of Assessment
January 2021: Assessed Value Effective Date
