Temporary VAT Cuts on Electricity and Public Transportation
The VAT rate on electricity was temporarily reduced to 10%, effective between 1 December 2022 and 30 April 2023. In addition, passenger transport will be VAT exempt from 1 January 2023 until 30 April 2023.
FRANCE
Issuance of New Details on E-Invoicing and E-Reporting
The French tax authority has issued technical regulations laying down the terms and procedures for issuing, transmitting, and receiving electronic invoices and for transmitting invoicing and payment data to the tax authority. In this extent, the taxable persons may use partner dematerialization platforms or the public invoicing portal managed by the State Financial IT Agency.
Adoption of First Part of Finance Bill for 2023
The French government has approved the first part of the Finance Bill for 2023 without going through a vote. Among other measures stated on the bill, the reduced VAT rate of 5.5% on goods aimed at limiting the COVID-19 propagation was extended until 1 January 2024.

Extension of the VAT Rate Reduction on Food Supplies in Restaurants
The German government has approved an extension of the application of the reduced VAT rate on food supplies in restaurants until 31 December 2023.

LITHUANIA
Temporary VAT Compensation Scheme for Heat Energy and Hot Water Suppliers
A temporary compensation scheme of VAT for heat energy and hot water suppliers was approved in Lithuania that will apply from 1 October 2022 to 30 April 2023 and from 1 October 2023 to 30 April 2024.
LUXEMBOURG
Enactment of Temporary VAT Rate Cuts from 1 January 2023
The Luxembourg government has announced a temporary reduction of all the VAT rates by 1% (except the super-reduced VAT rate of 3%). This reduction will be in effect between January 2023 and December 2023.
PORTUGAL
Announcement of VAT Rate Reduction on Electricity from October 2022
The Portuguese government has announced a reduction of the VAT rate on electricity to 6% between 1 October 2022 and 31 December 2023 (instead of the 13% VAT rate) that is applicable in the Portuguese mainland for households that meet certain requirements.
SLOVENIA
COVID-19: Extension Exemption for VAT on Certain Imported Goods
The Slovenian government has extended the temporary VAT exemption on certain imported goods to mitigate the effects of the COVID-19 pandemic until 31 December 2022.
